When a manual pick triggered an immediate autodraft chain, both Discord
announcements re-read currentPickNumber from the DB, which had already
advanced past the chained pick. Both messages showed the same "On the
clock" person, pinging them twice.
Fix: pass nextPickNumber (the pick immediately following each specific
pick, before any chain) as an explicit param to notifyPickMadeOnDiscord
instead of re-reading from the DB. Also removes a now-unnecessary DB
round-trip on every pick announcement.

accidentally restricted to owner-only picks. Commissioner, admin, and
auto-picks stopped earning the increment, causing teams that timed out
to freeze at 0s and instant-autopick every subsequent round.

- make-pick: all pick types earn the increment in chess clock mode
- force-manual-pick: same; deduplicate standard/chess-clock branches
into a single update with mode-selected SQL; remove now-unused
timerSnapshot query
- draft-utils executeAutoPick: restore increment for chess clock
auto-picks; add missing seed insert when no timer row exists
- server/timer.ts: fix fallback initialization to use draftIncrementTime
in standard mode (was always using draftInitialTime)

mode. In standard mode the per-pick timer resets to a fixed value after
every pick (no carry-over), and the speed selector shows plain time values
instead of named chess-clock presets.

After every pick, recalculate draft eligibility for all teams and
remove any queued participants whose sport is no longer eligible
(e.g. a team queued a snooker player but just filled their last flex
slot). Previously this was only caught lazily when autodraft fired,
which could pause the draft or pick an unwanted player.

* Fix force-manual-pick resetting next team's timer to initial time
When a commissioner forced a manual pick, the next team's timer was
being reset to the initial time (2 minutes) instead of carrying
forward their existing time bank balance.
This aligns force-manual-pick with the behavior of regular user picks
and force-autopick: the picking team gets their increment added, and
the next team's timer is left untouched so their bank carries forward.
